Founder
Julie founded Lomond Legal to sit in the gap that most US employers fall into — big enough that employment decisions are getting complicated, but not yet at the stage of building a full in-house legal and HR function.
With almost two decades of experience in employment law and employee relations, she advises and defends employers in high-risk situations including Employment Tribunal and EEOC matters, complex dismissals, restructures, and organisational change. Her work combines litigation experience with a strong operational HR background — allowing her to approach issues with both legal precision and commercial awareness.
Julie's role is not simply to advise on the law, but to help businesses reach outcomes that are both defensible and workable in practice. Many HR providers are not equipped to manage or defend high-risk legal matters. Most law firms get involved only once issues have escalated. Julie bridges that gap by combining proactive risk management with the ability to support and defend employers when disputes arise — at a fixed fee, with no surprise invoices.
As a business owner operating across the UK and US, Julie understands the realities of managing people, risk, and cost simultaneously. Her advice reflects the pressures that business owners face which is the need for clarity, speed, and commercially grounded decision-making. She focuses on reducing risk, avoiding unnecessary escalation, and ensuring businesses are equipped to manage employee issues with confidence.

Legal counsel
Tony brings something rare to Lomond Legal — he has sat on the other side of employment disputes. As a former Administrative Law Judge with the Arizona Department of Economic Security, he conducted impartial hearings, evaluated evidence, heard testimony, and issued legally binding written decisions. He knows exactly how employment decisions are assessed when challenged, because he spent years making those assessments himself.
Before joining the bench, Tony gained broad litigation experience through civil litigation firms and the Ventura County Public Defender's Office, including work in Veterans Treatment Court. His legal background includes drafting and arguing motions, conducting depositions, preparing pleadings, and advocating in high-stakes matters where credibility, process, and outcomes matter.
Tony holds a Juris Doctor and a Master's in Dispute Resolution, as well as a Bachelor of Science in Electrical Engineering from Arizona State University. He also served as a Light Infantry Squad Leader with the US Army's 10th Mountain Division — developing leadership skills under pressure and a disciplined, solutions-driven approach that shapes how he works today.
At Lomond Legal, Tony advises employers with a focus on clear process, defensible decision-making, and resolving disputes efficiently. His background as a judge, advocate, engineer, and leader allows him to support businesses with calm authority and a strong understanding of how employment issues are judged in practice.
Tony previously served as an Arizona Administrative Law Judge — he has assessed employment decisions from the judicial seat. That perspective shapes every piece of advice Lomond Legal gives.
Paralegal
Victoria supports the team across employment law and wider civil matters, including contract, tort, family law, and debt recovery. She combines strong technical capability with a practical, solutions-focused approach to client support.
Victoria developed her experience within several leading UK law firms, where she supported complex matters, worked to tight deadlines, and operated consistently in fast-paced, high-pressure legal environments. She is highly organised, demonstrates excellent time management, and performs consistently well both independently and as part of a team.
In addition to her UK legal experience, Victoria has developing knowledge of both UK and US legal systems and is currently undertaking US legal qualifications. This cross-jurisdictional focus directly supports Lomond Legal's work with employers operating across borders and regulatory frameworks. She is ambitious, committed, and brings energy, attention to detail, and a strong work ethic to everything she does.
