Meet Julie

Julie is the Founder of Lomond Legal Services and Holly Blue Employment Law. She helps employers prevent workplace problems before they start and defend them effectively when they do.

Julie provides fixed-fee employment law and HR support to employers in both the United States and the United Kingdom. Her approach is deliberately commercial and practical: no hourly billing surprises, no panic fees, and no complicated retainers when issues escalate.

With almost 2 decades of experience advising and defending businesses, Julie specializes in defending employers in litigation and Tribunal or EEOC claims, building compliant HR frameworks across jurisdictions, and training managers to document, communicate, and manage risk confidently. She also delivers modern legal support through digital tools, e-learning, and structured risk management systems.

What sets Julie’s work apart is the combination of proactive compliance and full defense representation. Most HR providers cannot represent employers in legal proceedings, while most law firms increase costs once problems arise. Julie bridges that gap by offering both for one predictable price. Outside of work, Julie is a former competitive runner who has dabbled in triathlon and is currently eyeing up paddleboarding as her next challenge. She spends time in both Scotland and the United States and splits family life across both countries. Her two older children and husband are mostly UK-based, while her youngest is with her in the US, giving her first-hand experience of juggling competing demands, time zones, and priorities.

That perspective shapes how Julie works with employers. She understands that businesses need clear advice, fast decisions, and support that fits real life, not textbook theory. Julie is also a business owner herself and understands that nothing about running a business is easy. Experiencing those same operational pressures, frustrations, and competing priorities is what drives her commitment to providing clear, practical advice that genuinely supports decision-making, rather than adding complexity or cost. Her mission is simple: employers should never have to pay for panic. Julie focuses on practical advice, defensible documentation, and systems that protect both workplace culture and cost.

Meet Stuart

Stuart is a highly skilled Pipefitter Welder by trade, with a rare combination of hands-on engineering expertise, teaching credentials, and commercial insight. A qualified lecturer and teacher, he brings a disciplined, methodical approach to problem-solving and workforce development, grounded in real-world operational experience rather than theory alone.

Alongside his trade background, Stuart operates his own part-time business and plays an active role in maintaining and supporting operations within the UK sister company, Holly Blue, giving him a practical understanding of cross-border business demands, compliance pressures, and the realities faced by growing organisations.

Stuart is particularly effective at bridging the gap between technical teams and leadership. He brings a fresh and balanced perspective to decision-making, translating complex operational issues into clear, actionable solutions. His ability to combine trade credibility with teaching, mentoring, and commercial awareness makes him a valued and dynamic contributor across both operational and strategic environments.

Tony is an employment and administrative law attorney with a rare combination of judicial experience, litigation training, and a technical engineering background.

Tony previously served as an Administrative Law Judge with the Arizona Department of Economic Security, where he conducted impartial hearings, evaluated evidence, heard testimony, and issued legally binding written decisions. In that role, he developed a deep understanding of procedural fairness, evidentiary standards, and how employment-related disputes are assessed by decision-makers.

Before joining the bench, Tony gained broad litigation experience through roles with civil litigation firms and the Ventura County Public Defender’s Office, including work in Veterans Treatment Court. His legal background includes drafting and arguing motions, conducting depositions, preparing pleadings, and advocating in high-stakes matters where credibility, process, and outcomes matter.

Tony holds a Juris Doctor and a Master’s degree in Dispute Resolution , as well as a Bachelor of Science in Electrical Engineering from Arizona State University. He also served as a Light Infantry Squad Leader with the U.S. Army’s 10th Mountain Division, where he developed leadership skills under pressure and a disciplined, solutions-driven approach.

At Lomond Legal, Tony advises employers with a focus on clear process, defensible decision-making, and resolving disputes efficiently. His background as a judge, advocate, engineer, and leader allows him to support businesses with calm authority, strategic insight, and a strong understanding of how employment issues are judged in practice.

Meet Victoria

Victoria is a highly versatile and motivated paralegal supporting the team across employment law and wider civil matters, including contract, tort, family law, and debt recovery. She combines strong technical capability with a practical, solutions-focused approach to client support.

Victoria has developed her experience within several leading UK law firms, where she has supported complex matters, worked to tight deadlines, and operated effectively in fast-paced, high-pressure legal environments.

She is highly organised, demonstrates excellent time management skills, and performs consistently well both independently and as part of a team. Victoria is known for her professionalism, adaptability, and commitment to delivering high-quality, reliable work.

In addition to her UK legal experience, Victoria has developing knowledge of both UK and US legal systems and is currently undertaking US legal qualifications. This cross-jurisdictional focus supports the firm’s work with employers operating across borders and regulatory frameworks.

Victoria is ambitious, enthusiastic, and committed to building a long-term career in law, bringing energy, attention to detail, and a strong work ethic to everything she does..
